I know that an ac to dc converter just uses a 10:1 stepdown transformer with a diode for the rectifier and has a caps to change the signwave from positive peak then negative peak to a steady positive peak.But how does a dc to ac converter change the signwave

What you describe is actually called an 'inverter'.
The devices require power electronic switches that can be forced to turn off (as distinguished from those that can only be turned on and must wait for the current to be externally forced to zero
